circle lens + double eyelid surgery or taped or watever it is they do to get double eyelids = big anime eyes.

Some people even have the inner corner of their eyes cut/remove to make their eyes bigger.

Her eyes are just beyond scary. It's so big, it doesnt suit her face, and i've seen plenty of asians who have big eyes.
