The Cebu in the Philippines has two jails. One of them is an old colonial prison overcrowded with prisoners who make their own rules there and where the guards won’t go if they are not at least 20 people in protected outfits and with snipers on the walls who keep an eye on inmates, in case they tried to pull something off. Another prison: Cebu Provincial Detention and Rehabilitation Center is the opposite. It is highly protected, they have “fingerprint scanners, closed-circuit TV, and orange uniforms” which is built according to American jail model. We will mostly talk about the second prison, but there are some interesting facts about Bagong Buhay Rehabilitation Center too.
