Nothing cruel about that. I think the right word is...funny. Those owners have 2 options: try to teach cat to walk on a leash or keep it indoors indefinitely (which IS cruel). Free city cat is sooner or later flattened city cat imo. Anyway, keeping a cat if it can't be free to move as it likes is not nice...

I have cats and tried to put leash on them, cats tends to drop and just lay there once u put anything on them...imo, cats are not meant to be leashed and take them for a walk, unless maybe if u trained them while they're very young.
