maybe the 1st bldg with balcony was built then there the other building built right beside it blocking the view of the balcony... or the architect is really stupid...

Great :). However it's not a stupidity but a greed of Ukrainian developer companies, who are ready to build apartment houses on every free 2x2 meter piece of area ;)
